Featured Initiatives
Holly led implementation of the Childhood Cancer Survivorship Treatment Access and Research (STAR) Act and STAR Reauthorization Act at the National Cancer Institute (NCI). Over the course of eight years since the STAR Act was signed into law, she worked closely with NCI leaders and pediatric oncology and childhood cancer survivorship experts to enhance biospecimen collection and biobanking, and to expand research on pediatric cancer survivorship and quality of life.
Holly convened childhood cancer research experts and advocates from across the country to identify biospecimen collection and biobanking research barriers and opportunities and partnered with NCI colleagues to accelerate development of three new survivorship research funding opportunities, supporting more than 30 new grant awards.
She collaborated across the Department of Health and Human Services, coordinating with colleagues at the Centers for Disease Control and Prevention and the Agency for Health Care Research and Quality, to ensure all aspects of the law and its reauthorization were successfully implemented. She led NCI’s reporting to Congress on research progress, ensuring timely communication, transparency, and accountability.
Holly and her colleagues co-authored a commentary in the November 2025 issue of the journal Cancer to spotlight the impact of focused federal initiatives — including the STAR Act — on pediatric cancer research.

Senior Advisor
Holly spent seventeen years at the National Cancer Institute (NCI), advising leadership across administrations on high-profile issues. She served as a senior advisor to five NCI Directors and countless NCI division directors, branch chiefs, and other subject matter experts.
Holly expertly prepared colleagues to brief members of Congress and their staff and developed technical comments on legislation spanning issues such as radiation exposure and cancer risk; childhood, adolescent, and young adult cancers; cancer survivorship and quality of life; tobacco control research and youth vaping; cancer therapeutic vaccines; access to clinical trials; multi-cancer detection tests, and more.
Within the NCI, Holly prepared NCI Directors and other colleagues for all congressional hearings, briefings, and meetings. Institute leaders recognized Holly as a trusted resource and expert communicator. They often called on her to advise on presentations and remarks for public engagements beyond Congress, including presentations to the National Academy of Medicine, the National Cancer Advisory Board, and annual meetings of national biomedical research associations and professional societies.
Holly developed a systematic approach to designing and executing successful visits to National Cancer Institute (NCI) labs, clinics, and other research facilities. Her organizational skills and knowledge of the NCI cancer research portfolio created meaningful opportunities for Institute leaders to convey the value of federal investment in cancer research to policymakers and other visitors.
Holly worked closely with NCI physician scientists, research teams, and patients and families to welcome members of Congress, congressional staff, senior leaders across administrations, and other dignitaries to experience cancer research first-hand.
Holly collaborated with colleagues across NCI and the National Institutes of Health to make dozens of these visits possible over the course of her time at NCI, including recurring visits from staff to co-chairs of the Congressional Childhood Cancer Caucus, staff to lead Senate sponsors of Childhood Cancer STAR Act, and members and staff of the House and Senate Appropriations Committees.
